A Note On Boss Spawns : Here's how the boss spawn system works.

A boss is tied to a normal encounter. When that encounter is triggered there is a 1 in 6 chance that the boss will spawn. Once the boss is spawned, there is a 15 minute delay before it is possible for the boss to spawn again. After 15 minutes it goes back to a 1 in 6 chance. The reason for this randomness is so that players can't run directly to a boss after a reboot or waiting 15 minutes in town and expect them to spawn. This ensures that people spend more time in the boss zone (where pkers can find them). You don't have to exit the area or relog for the boss to spawn again.

The boss will NEVER spawn if the party triggering the encounter is higher level than the boss . The reason for this is to prevent camping by higher levels. Bosses are smart - they only show up for a fight they can win, unlike their dumb minions.
