DEX2 is using a modified UMD Scroll Check in. Here's how it is currently working:
If the scroll is arcane and you can cast arcane spells of the scroll level there is no check.
If the scroll is divine and you can cast divine spells of the scroll level there is no check.
If the scroll has no arcane/divine class limits (ie raise dead) and you can cast spells of the scroll level there is no check.
If you cannot normally cast the spell level and have UMD, there is a DC check:
DC to cast a scroll is Innate Level * 8
To beat the DC the script compare it against:
UMD Skill Points + UMD Class Levels
if you fail the UMD check and have UMD > 5 and are not in combat, a second check is made against your Spell Craft skill to beat the DC:
SC Skill Points + SC Class Levels
UMD Classes include Assassin, Bard, Rogue, Warlock, and Weapon Master (cc)
SC Classes include all classes
Class levels that give the checked skill as cross classed count as 1/2 normal. For example, 1/2 your Weapon Master levels count when doing a UMD check since WM has UMD as a cross class skill.
