WarlockBonus?

All the noted Warlock changes are pretty self-explanatory, but this one confuses me.
Due to it's influence on a lot of Warlock abilities I figured I better come here and get a bit of clarity before I take my Warlock too far.
This is the formula given: Minimum(10 or CHA Modifier or CasterLvl/3).
To me that reads as "Your Warlock bonus is either: 10, your CHA modifier, or your caster level divided by three. Whichever is lowest".
The fact that 10 is an option is what is making me question my judgment as 10 can never be lower than CasterLvl/3.
So am I reading this wrong? With it being such an important factor in any Warlock build, I want to make sure I understand that mechanic perfectly.

Your casterlevel/3 can never be higher than 10, but your CHA bonus can. So it basically means regardless of how high you pump your CHA, you'll never get more than 10 as a bonus. It also means that you must have 30 levels & a 30 CHA to get the full bonus.

How would my Warlock Bonus change with the use of Beguiling Influence?
For example, lets say I am a level 30 Warlock with a CHA bonus of four. My Warlock Bonus is four. Using Beguiling Influence, I would gain 4 CHA which would increase my Warlock Bonus to six. Could I immediately recast Beguiling Influence to increase my CHA bonus to 6 making my new Warlock Bonus seven?

abilities magically increased doenst stack and I think it take your base for the calculation but I cant say for sure (it would be logical)
